Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

Under the close supervision of the Senior Environmental Scientist and consistent with good customer service practices and the goals of the State and Regional Water Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments. This position is to work on National Pollutant Discharge Elimination System Stormwater Construction and Industrial General Permits (Permits).

Apply scientific concepts and principles about the environment, hydrology, aquatic resources, biological resources, and habitat protection in the reissuance and implementation of the Permits. This may involve the following: support the reissuance and implementation of the statewide National Pollutant Discharge Elimination System Stormwater Industrial and Construction General Permits; review and analyze stormwater data submitted by dischargers; support and respond to inquiries received in the Stormwater Hep Desk; prepare effective presentation materials and make logical, comprehensible and convincing written and oral presentations at public hearings and other meetings as required; communicate effectively on various technical and intra/interagency roundtable or committees; represent State Water Board policies before the general public, special interest groups, technical committees, government agencies, and p repare for and conduct inspections statewide .

The position is located at 1001 I Street, 15th  Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation. Some travel is required.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Knowledge and understanding of the terms, concepts, and principles related to the fields of Environmental Justice, Diversity, Equity and Inclusion (DEI), and/or Racial Equity and demonstrated ability to work effectively with staff, teams, and stakeholders with diverse cultural, personal, and professional backgrounds and perspectives.

Benefits

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than (two) 2 pages in length, using ( Arial 12) , and normal margins.

Indicate your total years of experience when answering the following statements/questions:

  1. Describe your knowledge and/or professional experience relating to stormwater, stormwater permitting, or other environmental laws and regulations.
  2. Discuss your experience with and approach to customer service.
  3. Describe your experience with analyzing large datasets, using data visualization tools or software, and then presenting the results to a wide-ranging audience.
