Patriot Enterprises will provide professional services support to the Department of Navy (DoN), Naval Information Warfare Systems Command (NAVWAR) Project Overmatch (OM) Office. OM is a DoN program that is implementing the Combined Joint All-Domain Command and Control by connecting sensors across services and improving networking and data capabilities through the Naval Operational Architecture (NOA), enabling sustained maritime dominance.

The Analyst, Financial Systems I (ANFS1), shall complete all required tasks on-time and accurately and actively participate in meetings and support events, as well as provide innovative ideas and solutions. The ANFS1 shall provide financial management support to the OM.

Duties and Responsibilities

  • Prepare and assist with reviews, analyses, presentations, evaluations, reports, recommendations, program planning documentation, program guidance documentation and other program management tasks to support program cost, schedule, and performance requirements, to include monitoring and reviewing prime contractor products or work efforts.
  • Provide and coordinate integrated program management support services that result in successfully delivered end-to-end Tactical Network capabilities and ensuring program management activities are coordinated across other disciplines within scope of the contract.
  • Assist in the preparation, maintenance, and delivery of program and project management data such as work breakdown structures (WBS), program schedules (POA&Ms) and briefings, and management reviews and progress reports.
  • Understand the current NAVWAR Global Work Breakdown Structure (GWBS) in order to support the development of Spend Plans and Performance Agreement Plans for performing activities.
  • Assist and provide inputs for the establishment of cost, technical (performance), and schedule baselines, including coordinate and integrate each program's schedule and milestones; create documentation that depicts the milestones, schedules, and inter-dependencies on a composite, functional area, and on an individual program basis; and record the achievement of each milestone and determine new schedules for missed milestones.
  • Support the management and control of baselines to document changes during the lifecycle of program and project.
  • Collect and track organizational metrics required for DOD, DoN, and OM documents and databases.
  • Review white papers, studies, and reports and analyze and summarize the feasibility of accomplishing stated objectives and the impact to on-going and planned programs.
  • Participate as a program and project SME in and provide programmatic impacts for acquisition, contracts, financial, planning, production, and working group meetings, IPT sessions, in-process reviews, and other meetings.
  • Coordinate meetings, conferences and work groups, and provide rooms for program meetings by notifying participants, providing agendas, directions and arrange for appropriate equipment. Submit a summary event report to include meeting minutes and actions.
  • Support the development of associated meeting documentation including agendas, minutes, action items, briefing material and IPT Charters.
  • Support the preparation and development of graphics, briefings, web pages and multimedia presentations including creating illustrations, diagrams, and charts.
  • Prepare, maintain, and upload OM program documentation.
  • Support the government in the preparation and maintenance of current execution spend plans for all active fiscal years. Review initial work statements to ensure appropriation and funding accuracy.

Education

  • Bachelor's Degree in Finance or related field

  • Basic knowledge of financial management and the associated duties and responsibilities of this position
  • Must be detail oriented
  • Ability to work independently and as part of a team
  • Ability to travel
  • U.S. citizenship required
  • Ability to pass extensive background investigation
